A UK online casino cannot make a new ID demand a condition of your withdrawal if it could reasonably have asked earlier. Licence Condition 17 says name, address and date of birth are verified before you play. The one exception: information the casino must collect at that moment under another legal obligation, typically an anti-money laundering check.

That is the rule this desk read on 18 October 2026 on the Gambling Commission’s own pages. This is an evergreen explainer, not news: the condition took effect on 7 May 2019, and the current text carries the same wording.

Can a casino ask for ID when you withdraw in the UK?

It can ask. What it cannot do is hold your withdrawal hostage to a check it should have run at sign-up. The Commission’s notice to operators, dated 05 July 2019, says an operator that delays a withdrawal over insufficient ID “may be in breach” of the condition and may face regulatory action.

Licence Condition 17, paragraph by paragraph

The condition, LCCP 17.1.1 Customer identity verification, has four paragraphs. It applies to remote licences, with listed exceptions including ancillary remote casino, host and gambling software licences, so it is not a rule about every licence on the register. Here is each paragraph next to the test to run at the door.

ParaWhat it saysWord usedYour test when ID is asked at withdrawal
1Verify identity before you gamble; at least name, address, date of birthmustIs this name, address or date of birth? That should already be done
2No extra information as a withdrawal condition if it could reasonably have been asked earliermust notWas it asked promptly, or saved for the cash-out?
2Except information required at that time by another legal obligation(exception)Has the casino named the obligation, such as anti-money laundering?
3Before deposit, say what ID may be needed, when, and in what formshouldDid the terms tell you this before you paid in?
4Take reasonable steps to keep identity information accuratemustIs it an update after your details changed?

Note the verb in paragraph 3. The Commission wrote “should”, not “must”, so a missing pre-deposit notice is weaker ground than a late paragraph 1 check.

What counts as “additional information”?

The 2019 notice defines it as anything beyond the name, address and date of birth needed under paragraph 1. Its key expectation is that casinos ask promptly, based on their risk assessment, and not solely at withdrawal. The exception covers risks, such as money laundering, that only emerge later, or another enforcement body requiring verification. The notice adds that the exception cannot be used where the information could reasonably have been requested earlier.

Can a casino keep my money if I do not send ID?

The same notice says operators “cannot confiscate a customer’s funds” because ID was not provided. It cites the Competition and Markets Authority’s view that you are entitled to your deposits and to winnings made with them, subject to anti-money laundering or other regulatory requirements.

How long can an ID check take?

The Commission’s age and ID guide says it “cannot provide a timescale” for ID checks. Electronic checks may be instant; documents may take longer. For the rest of the payout clock, see how long a UK casino has to pay out.

Questions

Can a casino ask for ID when you withdraw? Not as a new condition of withdrawal if it could reasonably have asked earlier. Licence Condition 17 says your name, address and date of birth must be verified before you gamble. A later request is allowed only where another legal obligation, such as an anti-money laundering check, means the casino must get that information at that point.

Do UK casinos have to verify your ID before you play? Yes, for operators holding the remote licences the condition covers. Paragraph 1 says they must obtain and verify information to establish your identity before you are permitted to gamble, including at least your name, address and date of birth. The Commission’s player guide says a customer cannot place a bet until verified.

Why is an online casino asking for documents when I want to withdraw my winnings? Usually one of two things. Either the casino skipped a check it should have made earlier, which the Commission says may breach Licence Condition 17, or a risk such as money laundering has only now emerged and the law requires it to ask. Bank statements fall under source-of-funds and anti-money laundering checks.

What can I do if a casino will not pay out until I send more documents? Complain to the casino first, in writing, and ask which legal obligation requires the information now. The Commission says that if you are unhappy about what you have been asked for, you’ll need to contact the business and follow its complaints process. If that does not settle it, take the dispute to the casino’s named ADR provider.

Our UK ADR list shows where that goes, and checking the licence number before you deposit is the first box on any clipboard. ID at the door is the rule, not at the exit. Gambling is for adults: 18+. If it stops being fun, begambleaware.org.
